\015 I have just recieved a brand new samsung r519 laptop and cannot open my webcam, when i go to audio and video setup it does not allow anything to happen.\015

You will need to install Adobe Flash Player before you can stream your video over the internet.
Go here to Adobe and install flash player (no need to download it). select McAfee if you want it and install flash >>>>>>>

Once installed go back to MSN and you should be able to view the webcam.
