I can't start my notebook dell d600 because i have

Restart computer and hold down the f8 key. it will beep, let go of the key. then arrow up to SAFE MODE. hit enter. then start as administrator. after it boots up all the way, got to start, then control panel, then user profile, click edit/change profile and then click on whatever profile you usually use(not administrator) and change the password.

I guess probably the easiest and safest way for you is remove your Windows Passwords with Windows Password Seeker. I found it at about.com PC support channel last week, and then I download it from http://www.passwordseeker.com and used it to remove the lost password within 5 minutes. Besides, this useful tool no need to reinstall Windows OS. It's worth trying.
