There are many ways to go around this

first is this a laptop or desktop... to make the dvd drive work again take it physically out*of course the machine must be off first dont be an idiot* then reseat it back in the machine.. the plug and play feature of windows will find this device again. if that doesnt work that means you disabled the device if not on windows but on the bios-check those

as for the losing software.. check to see if you have a virus also its a possiblity that your harddrive might be failing and might need to be replaced so make a back up on an external harddrive until ur dvd drive works and install a new hard drive with a new windows installed
