Possable low amps in outlets?

\015 I was installing a satellite on a customers house & when it was time to fire up the HP desktop w/win XP Home \302\240to site the satellite it in, it would stick on the HP splash page with the "F" options at the bottom. \302\240The "F" options were all inactive & there was not any post beeps. \302\240They said it had been like that for some time.They didnt want to spend any money on since it was about 5 years old so he purchaced a new HP desktop with Vista Home Prem.We set it up & began downloading updates & it shut down & never started up again. \302\240It also would stop at the HP splash screen & have no post codes. \302\240I went with him to return it. \302\240When the tech torned it on everything started up just fine. \302\240We re-booted it & still, worked just fine. \302\240Since the symptoms indicated a possable hardware issue they replaced it anyway. \302\240We set it up but used a new surge protector this time & when we started it...SAME SPLASH SCREEN FREEZE!We removed the surge protector, tried 5 different outlets with a heavy duty extention cord & still the same results.I took the computer to my place & it starts up normal.Is there a possability of a low amp issue in the house? \302\240Everything else seems to work fine. \302\240Got me pretty confused. \302\240Anybody been in this situation before?Thanks,Justsayes\015

From your description I'd have to agree with your line of thinking.
Either the line in is weak or something is hardwired wrong.

You also sound like you are pretty intelligent. So please take this seriously.
There are safety issues I need you to be concerned about.

The safest course of action is to contact the power company and request that the lines be checked.
Do it now. This will alleviate many of the concerns.

Ask the service person if they have a way to check the receptacles inside. (They do!) Explain the
situation. Most are more than happy to help.

Until the incoming power is given a clean bill of health, avoid running anything with a heavy motor.
Also, think about any other appliance, equipment, etc. that acts out of the norm.

Please comment back with the results. We can take it from there.

You should be able to buy a volt meter cheap that plugs into the socket and should tell you the voltage coming from the socket. Try all of the sockets in the house and see if the voltages are consistent, then try it at your house and see if at yours they are higher. If they are higher at your house, then they do probably have an electrical problem and unfortunately will need professional help. If they are the same, try just plugging up the power cord, the mouse, the keyboard, monitor, and speakers (if any) and see if it works then. If it does boot, then it may just be something connected to the computer that will not allow it to boot properly when it is connected.
