Unfortunately this sounds like a hardware issue; if your under warranty then you can get DELL to fix it, otherwise you can possibly buy a replacement monitor or take it to a tech that can replace it for you.
Try rebooting it. most likley its the hardware not the screen. if it was the screen it would be black.
