I guess a new software install could have caused the issue. The could be conflict between devices.
\015\012Remove all the USB devices connected to the laptop. Remove external mouse and keyboard also if any.
\015\012Try booting. If it still does not boot then restart system and keep pressing F8 to view the boot options. If you get the boot screen then choose Safe mode option and try booting in to the desktop. Once the desktop is available go to Start-> Accessories-> System Tools-> System Restore to restore your system to a previous date.
\015\012If F8 does not work then probably you can do a complete reinstall of the OS by pressing F11 or Ctrl+F11. You will lose all the data in the system using this option and the system will be restored back to its factory settings. (This option works only if the laptop has manufacturer provided OS in it)
