The charging light flashes on my toshiba l30 but computer doesn't start

Could be anything from a bad adaptor to a bad battery , how ever sometimes the fan is pluged with dust ,blow on the fan and see if you get the fan started ,the computer wont start without the cooling fan on to protect the processor
