Ntldr is the file that loads windows. Without it you are completely out of luck. You will need a restore cd to reinstall windows. Sorry....
If you have a windows CD, you can boot into the 'Recovery Console' - this is a command line type program on the CD that lets you perform Repairs on system files, and other things as well.

To enter Recovery Console in Windows XP, you will need to boot from the Windows XP CD.

1. Watch for a Press any key to boot from CD... message similar to the one shown above.

2. Press a key to force the computer to boot from the Windows CD. If you do not press a key, your PC will continue to boot to the Windows XP installation that's currently installed on your hard drive. If this happens, simply reboot and try to boot to the Windows XP CD again.

Hopefully you have seen or will see a blue screen loading many files across the bottom. it will also offer you to press a function key for specific boot options. ignore all this until you get to the Setup Window

When the Windows XP Professional/Home Setup screen appears, press R to enter the Recovery Console.

The Recovery Console is now loading but needs to know which Windows installation to access. Most users only have a single Windows XP installation so the choice is usually clear.

To the Which Windows installation would you like to log onto question, press 1 and then Enter.

The Recovery Console now needs to know the administrator password for this Windows XP installation.
To the Type the Administrator password request, enter the password and press Enter.
Note: If you do not have a password or Windows XP normally starts without asking for one, simply press Enter.

When you reach the command prompt, type the following two commands, pressing Enter after each one:

copy d:\\i386\\ntldr c:\\

copy d:\\i386\\ntdetect.com c:\\

In the command listed above, d represents the drive letter assigned to the optical drive that your Windows XP CD is currently in. While this is most often d, your system could assign a different letter. Also, c:\\ represents the root folder of the partition that Windows XP is currently installed on. Again, this is most often the case but your system could be different.

If you're prompted to overwrite either of the two files, press Y.

Take out the Windows XP CD, type exit and then press Enter to restart your PC.

Assuming that missing or corrupt versions of the NTLDR and/or Ntdetect.com files were your only issues, Windows XP should now start normally.
