Getting active desktop recovery and icons won't connect to internet nor can I do a system restore

Boot the machine into safe mode and try a system restore that way, if can't see system restore type in the search bar (vista) or the run box (XP) rstrui.exe, that will bring up the system restore window.
If it won't bring the restore window up let me know which operating system you use and i will help you further.

In case it is not letting you to do the System Restore or connect to Internet while giving the "Active Desktop Recovery" message on the desktop, then it might be some Virus Spyware related issue. Try to scan your computer for any infections. It is better if you scan your computer in Safe Mode. To start the computer in Safe Mode, keep hitting the F8 key while starting the computer. Also note that many Anti-Virus programs do not have the capability to scan in Safe Mode. To check you can open "My Computer" in Safe Mode, right click on the C Drive and look for any option named "Scan XXXX"
