There are a couple things you will need to check. Start with the basics. Remove the side and check all the power connections. Check the main board power connector but also don't forget to check the front panel power switch connection. Check the Case Open connector also if equipped and active.

If your still having problems check your RAM to make sure it's the correct type. It should be PC3200 DDR SDRAM DIMM. You may need to remove the new RAM and reinstall the old stuff just to help narrow down the problem. If the computer returns to normal operation after you switch back you'll know it a RAM issue. If not then something most likely happened while you were doing the swap.

Try switching the RAM back to the new again but use one at a time. If they all check out try using one stick and testing the RAM slots one by one.

After you have down this and everything checks out enter your bios and reset it to default setting and try again. After that if you still have no luck repost back here with your results and I'll try and help troubleshoot the problem.
Hope something here helps.
Did you put in the right type of RAM? many times this will happen if the wrong type is installed or if one of the sticks is bad, OR if it's too much ram for the motherboard to handle. The older systems that run with SDRAM will only go up to 512MB.
