The rear fan on the power supply, where the power cord plugs into, should blow out. If it's a case fan, it all depends on your inflow/outflow set up for cooling. If you have 2 case fans blowing out, it is ok for another to blow air in. As a reminder this is not good practice though because it will increase the dust and particle matter that can build up inside of the pc and could cause issues if not cleaned regularly and properly.
Out of the case.. thats the point of it, to take the heat out of the inner part of the computer

I am working on an HP Pavillion a1220n Desktop and I am getting different bootups each time.
