Have you tried using a can of compressed air to de-dust it? If that does not work you can visit the manufacture of your computer to purchase a replacement fan.
A temporary fix is to take the fan out, and then put a very small amount of oil in the fan shaft and bearing, most fans have a small paper cover over the bearing area. This should make the fan quiet, and last for a while. The right fix is to replace the fan. They are available on sites such as Ebay for a few dollars.
Replacing the fan may consist of dismantling a good part of the laptop to get to it.

My Dell Dimension E510 is making a "whirring" noise. It whirls loudly when I turn it on, like something inside is struggling to get up to speed.
