How do I get the side off a dell xps200 to blow air on noisy fan?

This depends on the case design Dell uses for that model. If it is the **** shell design then there should be a button on the top and bottom of the case that must be pushed together to release the side. While depressed you would swing the side out but it never comes off, just opens outward. If it is a standard case then there should be one or two screws or thumbscrews on the outer edge of the removable side on the back. These would need removed and then the side would slide off. Gets stuck on boot up, Shows Dell logo but red line only goes about half way.
