From your brief description of your problem, I believe you're just hearing your harddrive running. Running in an endless loop.

How dirty is the inside of your computer? Without opening the computer case, you can take a quick cursory look at the power supply fan, air intake opening.
Look at the back of the computer. Depending on which style you have,

1.Small Desktop Computer:
Looking at the back of the computer it's down on the right side, even going across with the USB ports.
2.Mini-Desktop Computer:
Looking at the back of the computer it's on the top right side. Square grille.
If there is a small accumulation of dust/dirt here, the inside of the computer is dirty also.

Computer off, and unplugged from power. All cables unplugged including the power cord. Open the computer case. DO NOT reach inside, until you touch the metal frame of the computer case! This action will relieve static from your body. Static will silently fry out your delicate computer components, and you won't see it, or feel it. [Work on a table, not a bed, couch, or directly on a carpet floor. These are areas of high static!]

I advise using a can of compressed air for computers, and blowing out the computer, plus the power supply.

I believe your power supply is bad.
1.This problem matches 75 percent of the computers brought into my shop.
Owner never cleaned out the inside of their computer. Power supply fan, and inside of power supply became caked with crud. Cooling capacity of the cooling fan, and heatsinks inside the power supply dropped tremendously, causing power supply components to burn out.

2.One of the major components inside a power supply are Electrolytic Capacitors. For simplification of explaining their construction, let me just state they are small aluminum 'cans', and have Electrolytic paste inside.

Electrolytic Capacitors used inside a power supply are Filters. They filter the incoming AC electricity, (Input Stage), and the outgoing electricity, (Output Stage) When one or more go bad in the Output Stage, the power supply develops a weak voltage rail.
When a power supply has a weak voltage rail it may be able to power ALL lights, fans, and the harddrive running in an endless loop.
1.ALL lights in your computer use less than 1 Watt.
2.Each fan uses 2 to 3 Watts.
3.The harddrive running in an endless loop uses about 2 to 3 Watts.

An average processor uses 55 to 125 Watts! The power supply doesn't have enough Wattage to turn the processor on, and keep it running. No processor running, the harddrive just sits there spinning in an endless loop.

Replace power supply after cleaning out inside of computer with air.
