I am willing to bet you have onboard sound. i mean by this, that you have the sound card integrated onto the motherboard. - sometimes you get crosstalk (also known as attenuation) from one piece of hardware, and it gets broadcast through the speakers.

you can imitate and see this in the outside world by placing a occilating fan next to a television. you will probably get strokes of colour across the screen in time with the fan spinning.

but i digress, maybe a PCI card inside the computer (assuming its a desktop pc) might be loose, what we call socket creep. make sure all the cards are nice and secure onto the motherboard.
if you don't know what pc parts are inside your machine, get someone qualified to help. you might static something out otherwise.

OK The only thing I can access is on the screen that first comes up and that's the acer screen. At the bottom left has press F2 enter setup. I press F2. Information, Main, Security, Boot, and Exit appear. I can look through them. When I press F5 at the acer startup screen, it gives me an option to choose my OS or do a memory check. I can do a memory check. When I click on OS it does not enter safe mode. It shuts off and on over and over. I Can't use the dvd drive either. I was told my hard drive
