Since the hard drive was wiped, it's unlikely you will get the function keys to operate exactly as they did from the manufacturer without performing a re-install using Dell's proprietary installation discs.
\015\012If you want the pc to work exactly as it did before the discs were wiped, your best option is to order a set of backup discs directly from Dell.
\015\012The Dell online backup disc request form can be found at the following location. You will see a "Request Backup Disc" button toward the bottom of the page.
\015\012Before you order the discs, you will need to call Dell's customer support number at 1-866-234-9297 to have the ownership information changed.

You should use the installation CD to install the diagnostic tools as a boot option. Look also in programs folder for same thing.
