Bad news, this most likely indicates a problem in the charging circuit on the mainboard. To be sure, remove the battery and try again, if the same thing happens, then the problem is on the mainboard, if not, replace the battery. I have encountered this problem on an older Dell laptop before, removing the battery did not help and replacing the charger did not help. If the problem is on the mainboard, replacement is rarely practical. The cost of the board and the labor to replace it usually exceeds the cost of replacing the laptop.

My Dell D800 laptop would not start when the on-button was pushed, though it would start in a docking station. The on-button seemed to go in further than before. I looked over the Dell D800 manual, and decided to pull the upper bracket there. You should read the manual, but basically you put the screen at 180 degrees, and use a screw driver to lift the top bracket, carefully, starting at the left side. There is a small slot there to start. You get a 10-12 inch long piece of bracket, with the plug-in at the right side as you look at. There are 3 small Phillips head screws that hold the metal bar below the switch (I recommend to do this on the kitchen counter, away from any carpeted area, you will never find those pieces in a carpet). I took out the 3 screws, and looked it over. It seems the small spring in the on-button got bumped off center. I re-centered the spring, put the 3 screws back in, re-installed the bracket, and it started right up.

Maybe 10 minutes of work, and worth a try.
