Having problems with your Dell Latitude D600 Notebook ?

The battery light blinks 4 times orange and 1time green when i plug the charger in, but will not turn on when plugged in either, it powers on but screen remains black, the cap lock and scroll lock blink green and the numeric lock remains on then it just shuts off, i 100% sure of replacing the battery will be a good idea but my question is shouldnt it still turn on normally when i have the laptop plugged in???

Yes if the battery is not shorted if it is it's another story. try removing the battery and see if the ac adapter will power it. if so then its the battery if not you have other troubles.
