Dell inspiron 6400-runs slow on AC power but not on battery

\015 Hi , i am using dell inspiron 6400 for last 1.5yrs. since last week, system -application responding very slow when A.C. plugged in. my battery is not lasting more than 10mins. but when i remove battery and try , still same problem, applications responding very slow. booting/shutodwn also taking too much time on AC power. but if i boot/shutdown system only on battery power then it behaves normal(fast) and even applications repsonds normal.please help. as i am not able to use my laptop since last week.can't i run laptop only on AC adaptor ?. help needed.\015\012i purchased a new battery from DELL. i formated my hard disk and installed OS again. but still the same problems persists. when i am working on battery, computer is working fine(fast), but when i connect AC power(charger), then the computer immediately becomes slow. applications work but responds very slow. and if i switch of charger, then immediately all open applications run normal. can you please help.,,,\015

Having an identical issue with DELL Precision M6400.
Normal operation on battery and degraded performance on AC, CPU usage on 100 % even Task Manager running on 60 % usage. re-installed the OS and Installed/uninstalled the dell power management utility ( latest drivers,BIOS A09 ect), did not help.

Got DELL to swap out the mother board and graphics card, no changes ( even tried another adaptor from an identical machine).

does the converter board reside on the motherboard or is it a separate componet that can be replaced?
