Often driver issues occur if the XP drivers are not installed in the correct order on a Dell portable. The correct driver order is:

Provided the drivers were installed in that order, try booting to the safe mode with networking, see if you can get a valid IP address.

If you don't, try powering off the system, then powering off the router completely. The start the router, let it reset, then boot the computer. See if you get a valid IP address.

If you still do not get a valid IP address, then go to the Network Connections, Local area connection, Right click properties
Scroll down and ensure TCP/IP V6 is unchecked, then click TCP/IP V4, clci properties and make sure that the options to automatically aquire IP address and DNS servers addresses are checked, then save settings and reboot
