Not sure which laptop you have but this it is common for this to occur. The noise is the internal cooling fan coming on and this is why you get hot air coming out. In warm conditions some laptops have their fans on all the time.
That is not normal.

Usually, it needs to be checked inside as the noise might be a hard disk that is starting to fail and needs replacement.

Also, check for the other fans that might have stopped turning.
