This can be caused by dust build up on the fan or a loose fan. So check that your fan is clean and that all the screws are tight. It can also be that the fan's bearing is damaged and needs to be replaced.

Hi. My computer is having a problem loading. Apparently, I went to work and then my wife decided that instead of turning it off the correct way just turned it off by hitting the power switch. My Dell Dimension E510 is making a "whirring" noise. It whirls loudly when I turn it on, like something inside is struggling to get up to speed.
