Let's just wait before we run off to rash conclusions.

It could be that the computer is dirty inside, the processor overheated because of this, and turned off. It's a built-in Fail Safe feature for the processor. Keeps it from burning up. {BIOS turns it off}

After waiting 20 minutes, or so, see if the computer will start again. Is the inside of the computer dirty? Look at the back of the desktop computer. Is the power supply fan dirty?
If it is, so is the inside of the computer, the Processor fan, and Heatsink.

Computer unplugged from power, computer case open. Use a can or two of compressed air for computers, and clean the inside of the computer out. Pay special attention to the Processor fan, and Heatsink.

If the above does not hold true, then it's time to do a full hardware diagnoses.

The best method is to remove all hardware except for the Processor, and Ram Memory, and see if the BIOS POST screen comes up.

1) Computer unplugged from power. Open the computer case, TOUCH the metal frame of the case.

[Your body carries Static electricity. Static will fry out computer hardware components. You may not even see it or feel it! Poof!
Touch the metal frame to relieve your body of Static. If you get up for any reason, walk away, then return, touch the metal frame again]

2) Unplug the power cable, and interface cable from the Harddrive.
Unplug the power cable, and interface cable from the CD/DVD drive/s.
If you have an older computer with a Floppy Drive, unplug the power cable from it, and it's interface cable.

Leave the processor fan plugged into power, and the case fan/s.
Be sure the Ram Memory is seated tight in the ram slot/s.
The best method is to just take the ram memory out, and re-seat it. This way you are assured that it is seated.

3) Plug the computer back into power. WAIT 1 minute. (Not shouting)
Turn the computer on.

Doesn't turn on?
Suspect the power supply, or motherboard.

Turns on? BIOS POST screen comes up?
Reinstall the power cable, and interface cable for the Harddrive.
(Yes, computer unplugged from power first, and touch the metal frame)

Plug into power, wait 1 minute. Turn the computer on.
Windows loads?

Turn the computer off normally. Unplug, touch the metal frame, plug the power cable, and interface cable, back into the CD/DVD drive you were using when the problem occurred.

Plug into power, wait 1 minute. Turn the computer on.

Computer doesn't start? Bad CD/DVD drive

4) Back to computer doesn't start when just the Processor, and Ram Memory are installed. Suspect power supply or motherboard.

Do a visual check of the Electrolytic Capacitors on the motherboard.
You are looking for visual signs of bad capacitors. This should guide you,

http://www.capacitorlab.com/visible-failures/index.htm

As stated in the article, some capacitors have their Electrolytic Paste dry up inside. This can cause a bad capacitor also. There will be no visual outside signs, for this type of capacitor failure.

The main capacitors, (Electrolytic Capacitors), that need to be addressed are the ones surrounding the Processor.
These 'Caps' are Voltage Regulators for the Processor.

If even one is bad, the processor won't turn on.

Electrolytic Capacitors eventually break down. The designer of the electronic device has taken this into consideration, and installs Electrolytic Capacitors that are 50% better than needed.
However, there has been another rash of capacitor failure, caused by a capacitor plague.

More on this,

http://en.wikipedia.org/wiki/Capacitor_Plague

If the motherboard capacitors visually check out okay, then the device to suspect it the power supply.

(RARELY does an IC, {Integrated Circuit}, fail on a motherboard.
If an IC were to fail, it would be the BIOS chip. If it was going to fail it would have done this within the first month of using the computer.
OR, someone tried to update their BIOS, and messed it up.

RARELY does the Northbridge chip, or the Southbridge chip fail. {Motherboard chipset)

Power supply's can fail all at once. Poof! Computer is offline!
Power supply failure, is one of the main causes of computer failure for desktop computers.

Usually the owner neglects to clean the inside of the computer, AND the inside of the power supply, on a regular basis.
Open your case and unhook the drive that you was burning the DVD with, then start up the computer see if it works then. If it doesn't then hook the DVD drive back up then try.
