My subwoofer on my philips 5.1 speaker system is constantly generating lots of bass noise even on mute.

You need to lower the bass from the sub woofer bass knob. If u have any sound system, switched on with an amplifier(built-in or external) and if u keep it idle by not playing any media files, it will make noise which is primarily due to amplifier in the sound device.
