Having problems with your Computer Monitors ?

When I boot up my computer, my newly purchased HP2159m frequently goes from Vista to a color-faded desktop view with no icons -- it reminds me of what a screen looks like if the computer is started in safe mode. If I turn off the computer and boot up again, the screen for improper shut down, start in safe mode, etc. appears. If I opt to start up in regular mode, then the monitor display is normal. Why does the monitor do this? How can I prevent it from happening?
